Responsibilities
Incident Investigators
Investigators from national/federal, provincial/state, and/or local agencies, as well as the responsible party, will not normally be a part of the Shell Incident Management System (SIMS). While investigation personnel may report to individuals who are part of the Unified Command, the investigators should be separate so as not to introduce polarizing forces into the SIMS. The Liaison Officer (LOFR) should be the point of contact for any Investigation Teams.
Volunteer Coordinator
The Volunteer Coordinator is responsible for managing and overseeing all aspects of volunteer participation, including recruitment, induction, and deployment. The Volunteer Coordinator is part of the Liaison Officer staff, reports to the Liaison Officer, and could be staffed by agency personnel.
Responsibilities
Agency Representatives (AREP)
In many multi-jurisdiction incidents, an agency or jurisdiction may send an Agency Representative (AREP) who is not on direct tactical assignment, but is there to assist in coordination efforts. The AREP serves as a conduit of information flow and operational support and coordination between the primary stakeholder and their agency. An AREP is an individual assigned to an incident from an assisting or cooperating agency who has been delegated authority to make decisions on matters affecting that agency's participation at the incident. AREPs report to the Liaison Officer (LOFR), or to the Incident Commander (IC) in the absence of a LOFR.
