## Command Objectives Meeting - Overview **Facilitator** Incident Command/Unified Command (IC/UC) Member or Planning Section Chief (PSC) **Attendees** IC/UC members; selected Command & General Staff members (only as requested by IC/UC), Documentation Unit Leader (DOCL), and IAP Specialist (optional) **Purpose** 1. The IC/UC will establish prioritized incident objectives, set response priorities, identify any limitations/constraints/Critical Information Requirements (CIR), and establish guidelines for the IMT to follow. 2. Products resulting from this meeting, along with decisions and direction from the Initial IC/UC Meeting, will be presented at the Command & General Staff Briefing/Meeting. **When** Prior to Command & General Staff Briefing/Meeting and Tactics Meeting **Duration** Approximately 30 minutes **Critical Outcome** Agree/finalize the following items: 1. Review/finalize Forms 202A & 202B (Key Decisions, Priorities, C&L, CIR's) 2. Form 202 Incident Objectives and timeframe for next operational period. 3. Required components of the Incident Action Plan (IAP) 4. Resource ordering/tracking and cost sharing & accounting procedures. 5. Coordination and release of sensitive information (internal and external) and address any operational/security issues. 6. Updated Form 207 Organization Chart (or Form 203) and Form 230 Daily Meeting Schedule. 7. Status and assignment of Form 233 Open Action Tracker items to be addressed. 8. Completed Form 231 Meeting Summary.

IAP SITL PSC IMS Coach Common Operating Picture - [ ] **Agenda Item 1: Bring meeting to order, conduct roll call and safety moment, cover ground rules, review agenda.** - [ ] Ensure Documentation Unit Leader (DOCL) records the Form 231 Meeting Summary and uses the Form 233 Open Action Tracker during meeting. - [ ] Conduct roll call to ensure the right personnel/positions are present at the meeting and to limit non-essential personnel. - [ ] Clarify ground rules and enforce them throughout the meeting. - [ ] Post or project meeting purpose & agenda and review at the beginning of the meeting and ensure all parties are focused on the next operational period. - [ ] **Agenda Item 2: Situation Unit Leader (SITL) conducts situation status briefing (optional).** - [ ] Use Situation Map, Weather Report, Form 209 Incident Status Summary (if prepared) to provide updates on current actions including what is expected to be completed by end of the operational period. - [ ] **Agenda Item 3: Review and/or update Key Decisions.** - [ ] Review and update key decisions regarding the management of the incident (safety, information management, resource management, etc.). - [ ] **Agenda Item 4: Develop or review/update response Priorities, Limitations, Constraints and Critical Information Requirements (CIR) and Reporting Procedures.** - [ ] Review and revise response priorities, limitations, and constraints to help develop appropriate incident objectives (e.g. safety, commerce, environmental and wildlife habitation, communication, aviation safety management, security, fatigue, etc.). - [ ] Review and agree upon Standard Operating Procedures (SOPs), as well as operating policy, procedures and guidelines. - [ ] Develop or review CIRs on Form 202B Critical Information Requirements. - [ ] Develop or review Form 202A Command Direction. - [ ] **Agenda Item 5: Develop or review incident objectives.** - [ ] Review, identify, and prioritize objectives for next operational period based on IC/UC input using Form 202 Incident Objectives: - [ ] Remove any completed objectives or objectives that will not apply to the next operational period. - [ ] Determine what can be accomplished during the current Operational Period with available resources. - [ ] Limit objectives, as appropriate, to keep the management team focused. - [ ] Include recommended strategies, where needed, for objectives to ensure they are included or considered. - [ ] Identify limitations or constraints for any objectives, where applicable. - [ ] Determine Critical Information Requirements (CIR) and Reporting Procedures criteria. - [ ] **Agenda Item 6: Develop or review/update key procedures.** - [ ] Discuss and agree within UC how sensitive information (press releases, etc.) will be shared, as well as approval procedures for information release. - [ ] Discuss information flow including documentation procedures to follow throughout the incident. - [ ] Agree on use of the Form 213 RR Resource Request process for the incident. - [ ] Discuss and agree on cost sharing and cost accounting procedures and how it will be tracked (daily tickets, etc.). - [ ] Discuss Operational Security Issues if needed. - [ ] **Agenda Item 7: Develop or review/update tasks for Command & General Staff to accomplish using Form 233 Open Action Tracker.** - [ ] Determine and add any new key action items (Form 233 Open Action Tracker) to be assigned to the Command & General Staff. - [ ] **Agenda Item 8: Agree on division of IC/UC workload.** - [ ] Ensure it is clear how IC/UC will assign out and support certain activities during the incident (division of roles and responsibilities). - [ ] **Agenda Item 9: Agree on operational period length/start time and work shift hours.** - [ ] Discuss and agree on the next operational period length/start time and duration (12-hour, 24-hour, etc.) and work shift hours. - [ ] **Agenda Item 10: Update Form 230 Daily Meeting Schedule.** - [ ] Review/finalize the Form 230 Daily Meeting Schedule and provide to the Planning Section for the Situation Status Display and distribution. - [ ] **Agenda Item 11: Agree on components of Incident Action Plan.** - [ ] Review the typical components of an Incident Action Plan and determine the need for additional supporting plans/forms to include in the IAP for the next operational period. - [ ] **Agenda Item 12: Prepare for the Command & General Staff Briefing/Meeting.** - [ ] Prepare the following items for the Command & General Staff Briefing/Meeting: - [ ] Length and start time of the next operational period. - [ ] Completed Form 202 Incident Objectives for next operational period.
