Objectives, Strategies, & Tactics
Incident Objectives - Statements of guidance and direction necessary for the selection of appropriate strategies. Incident objectives are based on realistic expectations of what can be accomplished when all allocated resources have been effectively deployed. Incident objectives must be achievable & measurable, yet flexible enough to allow for strategic and tactical alternatives.
Strategies - The general plan or direction selected to accomplish incident objectives.
Tactics - Deploying and directing resources during an incident to accomplish the desired strategy.

Strategies (Planning and Operations) - How you plan to accomplish objectives.
Tactics (Operations) - How you use resources during each operational period to implement strategies.
