Initial Site Command & Control

  1. Identify the Shell Incident Commander in accordance with site ERP. This person is in charge of overall site management and where applicable, the tactical incident response
  • Incipient level IC's - site management only .
  • Emergency Response (FLBM) level IC's - emergency response and/or site management.
  1. Determine where the Command Post will be located (which should be a stationary spot).
  2. Gather information to support an Incident Briefing to incoming response personnel. Such items may include :
    • A brief description of the incident situation - Building size and type, material being spilt or released, scaffolding failure
    • Obvious conditions - Number of patients, environmental impact, etc
    • Any obvious safety concerns
    • What notifications and activations are required and which have already been made.
    • Request additional resources if needed.
    • Set up staging area, if required.

Initial Site Command & Control (cont.)

  1. Isolate and secure the incident area (separate responders from non-responders).
  2. Assess potential impacts to public and initiate protective actions as required (evacuations, shelter-in-place, etc.).
  3. Begin to establish personnel accountability system at incident scene.
  4. As applicable, establish an isolation zone marked by a clearly defined isolation perimeter that is a safe distance around incident scene or insure that all emergency responders understand the isolation (hot) zone and that access is controlled.

STAGING - Insure that personnel and equipment know were to stage until given an assignment. Many emergency response organizations stage apparatus one intersection or block away from the emergency scene until given an assignment. Many Incident Commanders ask personnel to stage outside the hot zone or next to the Command Post until assigned.
