Field Operations Briefing - Facilitator & Participant Checklist

  • Agenda Item 1: Safety Assistant or Field Supervisor provides Safety Briefing.
    • Discuss current operational period safety emphasis identified in the Form 202 Incident Objectives.
    • Communicate safety message identified in the Form 204 Assignment List for current operational period
  • Agenda Item 2: Field Supervisor reviews IC/UC objectives, operational CIRs and post IAP Approval Meeting changes to the IAP, i.e., pen and ink changes.
    • Brief team on Form 202 Incident Objectives for the next operational period highlighting new or changed objectives.
    • Discuss any operational CIRs, as necessary.
    • Review list of post IAP Approval Meeting changes based on input and review by Incident Commander/Unified Command (IC/UC).
  • Agenda Item 3: Field Supervisor conducts Situation Briefing.
    • Provide update on Form 209 Incident Status Summary to summarize mass balance, recovery rates, impacts to the environment, disposal quantities, wildlife impacts, safety status, and equipment/personnel numbers in the field, current weather and forecast, and Form 232 Resources at Risk status.
  • Agenda Item 4: Field Supervisor describes status of current response actions and accomplishments and reviews Form 204 Assignment List for new operational period including safety environmental considerations for each assignment.
    • Use up-to-date situation map, if available, to review current field operations highlighting successful progress made, tactical/strategic activities completed during current period, ongoing activities, and new activities to be conducted in the new operational period.
  • Agenda Item 5: Field Supervisor covers transport, communications, and requisition updates
    • Provide updates to field personnel on transportation plans and issues, communication plan changes and requisition status.
  • Agenda Item 6a: Safety Assistant, if available, covers safety issues for new operational period assignments including safety plan, medical plan, and issues/concerns.
    • Safety Assistant reviews key aspects of the Form 208 Site Safety Plan and Form 206 Medical Plan as well as other safety concerns and issues.
  • Agenda Item 6b: Field Supervisor discusses security issues.
    • Discuss security concerns related to the area of operation where work will be performed
  • Agenda Item 6c: Field Supervisor distributes Form 204 Assignment List.
    • Distribute Form 204 Assignment List and clarify any assignments including safety and environmental considerations for each task. Discuss emergency medical procedures, communication methods, and support resources available. Identify environmental wildlife concerns along with reporting requirements.
  • Agenda Item 7: Field Supervisor solicits and documents final comments and adjourns briefing.
    • Ensure all field personnel are clear on priority of "Safety First" and any unsafe work should be reported immediately to their supervisor.
