Operations Briefing - Facilitator & Participant Checklist

  • Agenda Item 1: Planning Section Chief (PSC) opens briefing, covers ground rules & safety moment, reviews agenda and conducts roll call for personnel required to attend.
    • Post or project meeting purpose and agenda and review at the beginning of the meeting.
    • Ensure Documentation Unit Leader (DOCL) records Form 231 Meeting Summary and Form 233 Open Action Tracker items during meeting.
  • Agenda Item 2: PSC reviews IC/UC objectives, operational CIRs and post IAP Approval Meeting changes to the IAP, i.e., pen & ink changes.
    • Brief team on Form 202 Incident Objectives for the next operational period highlighting new or changed objectives.
    • Discuss any operational CIRs, as necessary.
    • Review list of post-Planning Meeting changes to IAP based on input and review by Incident Commander/Unified Command (IC/UC).
  • Agenda Item 3: IC/UC provides remarks.
    • Provide any critical Unified Command updates and words of encouragement to the team regarding the response and hard work put into the incident highlighting safety and support of personnel in the field.
  • Agenda Item 4: Situation Unit Leader (SITL) conducts Situation Briefing.
    • Provide update on Form 209 Incident Status Summary to summarize mass balance, recovery rates, impacts to the environment, disposal quantities, wildlife impacts, safety status, and equipment/personnel numbers in the field, current weather and forecast, and Form 232 Resources at Risk status. Discuss if there will be Field Observers (FOBS) in the field and their role.
  • Agenda Item 5: OSC discusses current status of response actions and accomplishments and reviews the tactical plan for the new operational period including priorities and expectations; clarify issues and concerns of Operations Section personnel.
    • Use up-to-date situation map to review current field operations highlighting successful progress made, tactical/strategic activities completed during current period, ongoing activities, and new activities to be conducted in the next operational period. Also review Operations Form 207 Organization Chart, tactical resource status (Resource Summary) and facilities established (staging, fueling, helibases, etc.).
  • Agenda Item 6: Logistics Section Chief (LSC) covers transport, communications, and supply issues/updates.
    • Update team on Logistics support to current operations and any issues or concerns to resolve.
  • Agenda Item 7: SOFR covers safety plan, medical plan and safety concerns/issues.
    • Safety Officer reviews key aspects of the Form 208 Site Safety Plan and Form 206 Medical Plan as well as other safety concerns and issues.
  • Agenda Item 8: Additional briefs as required: FSC, PIO, LOFR and INTO
    • FSC covers fiscal issues, PIO covers JIC or public information issues, LOFR covers interagency issues and INTO covers security issues.
  • Agenda Item 9: PSC reviews open action items, solicits final comments and adjourns briefing.
    • Document comments that may require subsequent actions/revisions.
