Prep for Tactics Meeting - General Tasks Checklist
Incident Commander
- Provide Planning Section Chief (PSC) with: the revised Form 202 Incident Objectives for the next operational period, Form 207 Organization Chart, Form 230 Daily Meeting Schedule, and timeframe for next operational period agreed upon at the Command Objectives Meeting.
- Monitor and provide guidance/clarification regarding on-going operations; meet with appropriate staff members as needed.
- Ensure Command & General Staff brief personnel on outcome of IC/UC Objectives Meeting including applicable directives and management objectives.
Public Information Officer
- Provide Operations Section Chief with public information and community concerns, and solutions for field personnel.
Liaison Officer
- Obtain briefings from Assistant Liaison Officers in the field.
- Share Stakeholder concerns with IC.
- Contact assisting and cooperating agencies to discuss objectives for the next operational period.
Safety Officer
- Develop draft Form 215a Safety Analysis.
- Obtain briefings from Assistant Safety Officers in the field.
- Ensure Form 208 Site Safety Plan (with attached Job Safety Analyses) are prepared to cover field operations.
Operations Section Chief
- Ensure branch directors, division/group supervisors, etc., identify tactics and resource requirements for all areas to support objectives considering: source control, containment/recovery, sensitive area protection, shoreline treatment, interim/final storage of recovered material, salvage, & wildlife
- Assist Resource Unit Leader (RESL) with developing draft Form 215 Operational Planning Worksheet (strategies/tactics) based on Form 234 Work Analysis Matrix to identify tactics and resource needs to accomplish Response Objectives for the next operational period.
- Prepare Form 234 Work Analysis Matrix using the next operational period objectives; develop strategies, tactics, and tasks to be accomplished.
- Identify and provide Situation Unit Leader (SITL) updates to the situation map to reflect current field operations and any new areas of operation.
- With the PSC, evaluate alternative technology applicability and implementation requirements and recommend as appropriate.
- Review Form 232 Resources at Risk with Environmental Unit Leader (ENVL) and protection measures proposed or taken to protect them.
- Develop appropriate communication channels with field operations.
- Ensure operations section is appropriately staffed and consistent with response plan and ensure Form 207 Organization Chart for Operations will support tactics.
- Ensure operations personnel are providing periodic updates to the Resource Unit regarding tactical resource changes in the field using Form 210 Change Status.
- Coordinate with ENVL to understand Waste Management Plan, including staging and interim storage locations.
- Ensure operations personnel are using Form 213 RR Resource Request form to submit to Logistics for ordering and resource tracking.
- Coordinate with ENVL on Shoreline Cleanup Assessment Technique activities.
Operations Section Chief
- Ensure periodic updates are provided to the SITL on recovered product and shoreline impacts to maintain the Form 209 Incident Status Summary.
- Coordinate with cooperating and assisting agencies (national/federal, provincial/state, and/or local) and contract personnel in operations.
- Develop Form 220 Air Operations Summary to support operations.
- Determine need, priorities, required resources, etc., for shoreline cleanup.
Planning Section Chief
- Distribute Form 202 Incident Objectives for the next operational period and post current Form 230 Daily Meeting Schedule.
- Ensure resource tracking procedures are being followed by working closely with Resource Unit Leader (RESL), Logistics, and Operations.
- Assist Operations and RESL with Form 234 Work Analysis Matrix and Form 215 Operational Planning Worksheet.
- Ensure appropriate tools like local response plan, area contingency plans, sensitivity maps, Incident Management Handbook (IMH), etc., are being used.
- Ensure Planning Section key functions are adequately staffed, consistent with response plans, and are on the Forms 203/207 Organization List/Chart.
- Ensure tactical and Field Observer (FOBS) resources are sufficient to meeting the IC/UC key information requirements.
- Ensure Documentation Unit Leader (DOCL) develops/communicates/implements documentation process, and reviews all documents for valid information.
- Work with Operations Section Chief (OSC) to do the following: establish areas of operation; determine protection measures for Form 232 Resources at Risk; develop IAP supporting plans (e.g., Waste Management Plan); evaluate feasibility of alternative technologies; establish a SCAT program; determine need, scope, and resources for response activities.
- Coordinate with Situation Unit Leader (SITL) and RESL to ensure Situation Status Display is current, organized and contains: Form 202 Incident Objectives, Form 203 Organization Assignment List/Form 207 Organization Chart, Form 230 Daily Meeting Schedule, Situation Map including trajectory/plume/ overflight, Form 232 Resources at Risk, Resource Summary, Form 209 Incident Status Summary and Incident Event Log (and other applicable forms/documents).
- Ensure Environmental Unit Leader (ENVL) is working on appropriate plans (waste, SCAT, sensitive area protection, wildlife rescue and rehab, alternative technologies, sampling and analysis, etc.) and resource requirements are identified to support each.
Resource Unit Leader
- Ensure Resource Summary is up-to-date with assistance from Operations and Logistics. Identify/request/review staffing, work space, and supply requirements.
- Prepare Form 215 Operational Planning Worksheet for planned operations for the next operational period with assistance from OSC, PSC, LSC, SOFR and ENVL.
Situation Unit Leader
- Prepare briefing, displays, and handouts. Brief PSC on Situation Unit status.
- Identify staffing requirements; assist RESL in updating Form 203/207 Org.
- List/Chart.
- Update Situation Map & COP with Ops, ENVL, and Logistics (i.e., areas of operation, facilities, resources at risk, etc.); present current situation and projections.
- Prepare and update Form 209 Incident Status Summary with assistance from the RESL, ENVL, Safety Officer (SOFR), Operations, and others, as appropriate.
- Update and display weather report to reflect current/forecast conditions. Provide current overflight information and predicted trajectory forecasts (24/48 hrs.).
Documentation Unit Leader
- With Legal Officer, establish and communicate document retention protocols.
- Ensure PSC is briefed on the status of the Documentation Unit.
- Maintain and update Form 233 Open Action Tracker and Incident Event Log.
- Prepare Form 231 Meeting Summary to document Tactics Meeting.
Environmental Unit Leader
- Prepare/update Form 232 Resources at Risk/Form 232a ACP Site Index and assist SITL to ensure resources at risk are displayed / up-to-date on the situation map.
- Assist RESL with developing draft Form 234 Work Analysis Matrix and Form 215 Operational Planning Worksheet for the next operational period to determine appropriate tactics for sensitive area protection and provide input on the net environmental benefit of tactical options proposed.
- Develop draft Form 215e Environmental Analysis.
Logistics Section Chief
- Ensure Logistics Section key functions are adequately staffed, consistent with response plans and reflected on the Forms 203/207 Organization List/Chart.
- Ensure Incident Command Post (ICP) will adequately accommodate incident needs; identify alternate ICP locations if incident expands significantly.
- Work with Command & General Staff to determine needs for night shift and/or relief personnel and provide updates to RESL regarding staffing.
- Identify need for, and establish as necessary, support facilities including resource staging areas, helibases, camps, remote fueling facilities, etc.
- Ensure resource ordering procedures are being followed using Form 213 Resource Request Form and assist RESL in periodically updating Resource Summary and work with Finance Section to ensure cost tracking is accurate.
- Work with Communications Unit Leader (COML) to develop Form 205 Communications Plan; provide support to ensure adequate network and communications for the ICP and field are in place and functional.
- Establish system for processing resource requests including prioritization, signature authorities (if applicable), coordination of resource ordering between sections, determining and providing the necessary cost information to the Finance Section Chief, and communicating the process to all IMT members.
- Initiate development of supporting plans, as applicable, including Form 206 Medical Plan, General Plan (providing food, potable water, drinks, sanitary facilities, and lodging to response personnel), Transportation Plan, Security Plan, Traffic and Vessel Routing Plan, etc.
- Identify tactics/resource requirements for Logistics activities; provide to RESL to record in the Form 234 Work Analysis Matrix and Form 215 Operational Planning Worksheet.
Finance Section Chief
- Clarify resource requesting, approval, and ordering process as needed.
- Establish charge code and process for tracking costs, communicate to IMT.
- Work with IC/UC to determine claims potential and establish claims phone number and mobilize claims personnel as necessary.
- Review existing contracts and requirements and prepare contracts or agreements with new vendors, suppliers, or contractors.
- Track daily costs, determine daily burn rate, project longer term costs, and prepare financial reports as requested by the IC/UC or organizational representatives.
- Ensure Finance Section key functions are adequately staffed, consistent with response plans and reflected on the Forms 203/207 Org. List/Chart.
