• Review common and leadership responsibilities.
• Receive initial briefing from the On-Scene Commander (OC), Incident Commander (IC), Operations Section Chief (OSC) or from person you are relieving, as applicable.
• Proceed to assigned staging area. Post areas for identification and traffic control.
• Determine need for additional staff, organize, brief & assign assistants
• Establish staging area layout, which may include storage of equipment, fueling, decontamination of equipment, issuing of tools and PPE to the field, etc.
• Determine any support needs for equipment, feeding, sanitation and security and provide to Staging Branch Director, OSC or LSC.
• Maintain and provide status to Staging Branch Director or Resource Unit Leader (RESL) of all resources in staging area(s).
• Request maintenance service for equipment at staging area as appropriate.
• Establish check-in/out functions using the Form 211 Check-In List as well as the Form 210 Change Status Form.
• Ensure security of staged resources using assets with authority, jurisdiction, and adequate capabilities to provide security.
• Establish check-in areas for identification and traffic control.
• Request a Check-In/Status Recorder (SCKN) to perform check-in/out function at larger staging areas, if necessary.
• Respond to request for resource assignments. (Note: This may be direct from the OSC.)
• Obtain and issue receipts for radio equipment and other supplies distributed and received at staging area.
• Determine required reserve resource levels from the OSC/DOSC and advise when resource levels reach minimum.
• Maintain/provide resource statuses to OSC and/or RESL.
• Maintain staging area in orderly condition.
• Coordinate with Logistics Section regarding staging requirements for ordered and en-route resources. 92
• Ensure resources that are in the staging area and are scheduled for demobilization follow the Demobilization Plan, if developed.
• Demobilize staging area in accordance with the Incident Demobilization Plan. Or per OSC direction when no Demobilization Plan has been developed.
• Service and prepare equipment for the next operational period, if applicable.
• Debrief with OSC/DOSC at the end of each shift or as directed.
• Maintain Form 214a Individual Log and forward to Documentation Unit Leader (DOCL) for disposition.
• Ensure Staging Area has the following: - Communications available - Easy access for response equipment - Size to accommodate large amounts of equipment & supplies - Access to food and lodging - Establish entrance/exit checkpoint - Maps developed by Incident Command should be distributed, showing the spill site, command center and recovery sites
• Develop a Staging Management Structure as necessary: - Staging Manager - Safety / Security Officer - Administrative Assistant - Receiving Manager - Shipping Manager - Runners (2 minimum) - Yard Man (1 minimum) - Decon Manager
• Equipment - Office Trailer w/power (generator or hard-wire) - Light towers - First Aid kits - Radios (walkie-talkies) - Cell phones - Telephones / Fax machine - Copy machine - Maps - Computers - Road Cones / Caution Tape / Road Signs - Flashlights - PPE - Raingear / Boots / Gloves / Hardhats - Tool Kit - hammer, nails, adj. wrench, pliers, screw driver, duct tape, etc.
• Supplies - Food - Water - Port-a-pots - General office supplies
• Goals - Site Specific Safety & Health Plan - Daily Work Permit and Safety Checklist - Forms - Establish update schedule with RESL - Establish resource inventory tracking system - Establish communications plan - Establish decontamination procedure
