• Review common and leadership responsibilities.
• Obtain a briefing from the Finance Section Chief (FSC).
• Review incident needs and any special procedures with unit leaders, as needed.
• Coordinate with local facility or business unit managers on potential contractors and supply sources.
• Obtain the Incident Procurement Plan.
• Ensure procurement procedures are compliant with the incident finance guidelines.
• Prepare and authorize contracts, building and land-use agreements.
• Draft memoranda of understanding as necessary.
• Establish contracts and agreements with supply vendors.
• Provide for coordination between the Ordering Manager (ORDM) and all other procurement organizations supporting the incident.
• Ensure that a system is in place that meets organization property management requirements.
• Interpret contracts and agreements; resolve disputes within delegated authority.
• Coordinate with the Compensation/Claims Unit Leader (COMP) for processing claims.
• Coordinate with the Supply Unit Leader (SPUL) & Cost Unit Leader (COST) to ensure all obligations are entered in financial recording software and that all costs are reconciled prior to demobilization.
• Coordinate with SPUL & COST to ensure all orders and purchases are screened for possible accountability/reportable property.
• Complete final processing of contracts and send documents for payment.
• Coordinate cost data in contracts with the COST.
• Brief the FSC on current problems and recommendations, outstanding issues and follow-up requirements.
• Maintain Form 214a Individual Log and forward to Documentation Unit Leader (DOCL) for disposition.
